The South Worcestershire Development Plan must be based on up to date and robust information to ensure that the policies and proposals within it have a sound basis. The ‘soundness’ of Development Plan Documents is one of the key matters that will be tested at examination.

To meet the tests of soundness, the South Worcestershire Development Plan is based on technical evidence including feedback from infrastructure / service providers, specific technical reports including the required Sustainability Appraisal as well as feed back from various public consultations.

The following provides a list of evidence papers prepared locally either for South Worcestershire or Worcestershire County:

South Worcestershire Development Plan (2016)

The South Worcestershire Development Plan (SWDP) was adopted and published on 25 February 2016. There followed a period of six weeks in which interested parties could have challenged the SWDP, or elements of it, in the High Court. No such challenges were lodged so the SWDP remains as adopted and published by the three Councils. The SWDP is an integral part of the Development Plan ( which also includes the Minerals and Waste Local Plans prepared by Worcestershire County Council) for the administrative areas of Malvern Hills District, Worcester City and Wychavon District. Planning decisions by these Local Planning Authorities and the Government’s Planning Inspectorate must be taken in accordance with the Development Plan unless material considerations indicate otherwise.

Community Infrastructure Levy – Submission Documentation

The South Worcestershire Councils (Malvern Hills, Worcester City and Wychavon) submitted their Community Infrastructure Levy Charging Schedules for joint examination by the planning inspectorate on 26 July 2016 in accordance with Regulation 19 of the Community Infrastructure Levy (CIL) Regulations 2010 (as amended). The examination hearing sessions will be held on 29th and 30th November 2016 at the Guildhall in Worcester. Please follow this link to be directed to the CIL Examination page.

Statement of Modifications Representations

The submitted documentation includes a statement of proposed modifications to the CIL DCS which have either emerged directly from consideration of the representations submitted to the DCS consultation or by the SWC to improve legibility and grammar. Accordingly, a four week period of public consultation on the statement of modifications ran from Monday 25 July to Monday 22 August 2016 (extended to Friday 26 August 2016) in accordance with Regulation 19(4).

This consultation has now closed.  The Adopted Developer Contributions SPD can be viewed here.

In parallel with the progress of the South Worcestershire Development Plan (SWDP) which was adopted in February 2016, the South Worcestershire Councils (Malvern Hills, Worcester City and Wychavon) are preparing a Developer Contributions Supplementary Planning Document (SPD). This planning guidance will explain how and when developers will need to make contributions towards local infrastructure in order to ensure their proposals are acceptable in planning terms and in line with SWDP policies. The Developer Contributions SPD has been revised in response to representations received during the previous consultation.

The Revised Draft Developer Contributions SPD consultation will run for six weeks from 9:00 am Friday 1st April 2016 to 5:00 pm Monday 16th May 2016. Any comments or representations seeking changes or improvements to this document must be received by 5:00 pm Monday 16th May 2016.

Community Infrastructure Levy – Draft Charging Schedule (2016)

This consultation has ended.

Having now adopted the South Worcestershire Development Plan in February 2016 the South Worcestershire Councils (Malvern Hills, Worcester and Wychavon Councils) are continuing the process of preparing a Community Infrastructure Levy (CIL). CIL is a charge that local authorities in England can place on new development in their area. The money generated through the Levy will contribute towards the funding of infrastructure to support growth in South Worcestershire.

A Draft Charging Schedule has been developed which sets out the proposed charging rates for South Worcestershire, building on feedback from the Preliminary Draft Charging Schedule consultation carried out in the spring of 2015. The Councils consider that the Draft Charging Schedule, which incorporates updated viability evidence from January 2016, strikes an appropriate balance between contributing to funding infrastructure and not putting development across South Worcestershire at risk.

Consultation on the CIL DCS will run for six weeks from 9:00 am Friday 1st April 2016 to 5:00  pm Monday 16th May 2016.
